From the support of the some officers and a number of community groups and individuals, especially being people of color that attested to have suffered the injustices, formed the basis of the suit against the City defendants. The court on the basis of permissive intervention held that the community interveners had a right of a proposed government decree. Furthermore, it required that the City defendants shall seek declaratory relief from the district court to resolve the issue.
